Show & Talk: Where are short films shown apart from festivals?

Several institutions introduce themselves and discuss with the audience possible forms of presentation of a short film.

Often film festivals seem to be the only option for short film-makers to present their work to a wider audience. Are there any other potential locations to spot short films?
This question naturally brings up the catchword “internet” – a platform where uncountable short films (on uncountable sites) can be found. Are there specific criteria or rather specific sites where short films can be distributed reasonably (apart from free mass sites such as YouTube)?
Supporting films before the main film used to be a good option for presenting short films. Why is this not common anymore? Who wants to change this – and under which conditions?
When walking through town with open eyes, short films may be spotted on unexpected screens… how could my film appear on such a screen?

On three separate events named Show & Talk individuals who represent different initiatives introduce their organizations by screening a short film typical for their respective institution and by presenting their activities in light of a certain topic.
